Apunta a flexibilizar el articulo 32 que consagro desde la Constitución de 1830 el derecho de propiedad.
Se autoriza a la ley dictada por mayoría especial a dispone expropiaciones correspondientes a programas y planes de desarrollo económico propuestos por el PE cuya justa indemnización podrá no ser previa (Articulo 231).
Las normas programáticas de carácter socioeconómico previstas en los art. 40, 46, 50, 60,70 amplían sus textos.
Ejemplo: Articulo 45 – “Asegurar vivienda higiénica y económica”
Articulo 70 – Obligatoriedad de la enseñanza media agraria o industrial.
