business or organization needs. A budget forms the heart of any business or company such that

be provided in a fiscal year and how and when the money will be disbursed (Mikesell, 2018).
Developing an efficient and effective budget requires time, determination, wisdom and
understanding. For a business or agency to succeed in its operations, they should have a budget
and follow it. Consequently, there are some problems that an agency can face as far as budget is
concerned. For instance, not allocating or apportioning adequate resources to a program can be a
major problem (Igbara, Tordee, Nwadike, & Abuba, 2016). The current society is fully
dependent of money making activities. Agencies such as police department’s budget may get
into situations where their budget does not coincide or meet the complements by the budget and
some budgets may be done.Budget may sometimes need to be increased to meet the agency and
workforce demands. The paper will discuss two police agencies facing budget cuts and budget
rise to meet their demands.
Summary of the article
The selected article is titled “Mayor Tom Barrett: Milwaukee could lose 84 police
officers due to budget shortfall” by Mary Spicuzza. According to the article, the City of
Milwaukee could lose about 84 police office as a result of budget cuts. The city mayor, Tom
Barrett was concerned by how the budget of the police agency was bigger than the tax levy of the
whole city in 2016. The mayor reiterated that the City of Milwaukee would cut the positions of
84 police officers in the following year’s budget (Spicuzza, 2017). The city would also have to
cut 75 positions of firefighters, 10 code inspector positions and 6 public health officers and about
two library to cut on the city expenditure. The mayor was very specific that his intention was not
to have fewer police officer in the city but to solve the budget gap problem (Spicuzza, 2017). He
was open to any solution that would solve the problem rather than terminating the 84 police
officers, Fire Department employees and others.
