When it comes to the FAR (Federal Acquisition Regulation), it is a set of
regulations that we use when it comes to federal contracting. In the FAR, Subpart 1.1-
Purpose, Authority, Issuance tells us the vision of the FAR is to insure delivery in a
timely manner the best products possible to our customers all the while keeping the trust
of the people and maintaining policy. Not only is the FAR a standard, but it is a step by
step guide to make things a lot easier when it comes to government contracting. Its
greatly important that those involved in the total purchasing process, the contractor, and
, the federal government need to work hand in hand. That means sharing responsibilities
like decision making when it comes to spending money of the American working tax
payer.
In a report that was given to congress, it was said as a general rule of thumb the
government contracts and deals with the lowest priced but qualified bidder. Being
responsible is a trait that the contractor will have, and when it comes to pricing and being
qualified to handle the contract that falls on the bidder. Within the FAR it states that the
CO (Contracting Officer) will not award or make a purchase with a bidder that is clearly
not responsible. This is because the CO has to make the decision if the offer is of the best
value according to the FAR. The FAR offers protection to American tax dollars by
making sure the government always gets the best product or service for what they are
paying for.
Sadly, with all that the FAR provides in protection of wrongful spending, there
are still cases of it happening as well as bribery and the like. Prime example, you can
look at the case where A US Navy civilian was acting as a senior contracting officer and
was arrested. Paul Simpkins was charged with conspiracy to commit bribery and until
this day is still under investigation because he had a plan to sway contracts in the
direction of Glenn Defense Marina Asia. He self-admitted that for six years, Leonard
Glenn Francis the owner of the company gave him cash, travel perks, and escorts in
return for his services to sway government contracts Francis’s way. Simpkins also got
between contract issues between GDMA and the US Navy. Simpkins also went on to
admit that Francis would give him well over $200,000 via transfers to bank accounts that
he had in Japan that was also held by his ex-wife. After the money was transferred to the
