reactivists. Comparative criminal justice system studies provide access to how offenders are
treated in various countries and the effectiveness of the offender disposal mechanisms of other
countries. There are seven substantive reasons for studying comparative and international
criminal justice: (1) varied political history of nations; (2) international character of crimes; (3)
“varied social control mechanisms and learning from others’ experiences” (Fairchild, 1993); (4)
philosophical and utilitarian ideals that propel the criminal justice goals of various nations; (5)
provision of bases for research and comparison; (6) acquaintance with the nature and dynamics
of the criminal law of nations; and (7) a source of governmental policy modifications in criminal
procedures, law enforcement, and corrections.
1. Varied political history of nations – contend that criminal justice systems reflect the type
of government of a nation such as a unitary government, a federation, a confederation or
political systems such as democracy, socialism, or communism. Other factors that affect
the criminal justice system of a country are civil war, revolution, economic system,
religious beliefs, tradition, and custom.
2. International Character of Crimes – Crime is a world-wide social problem. Terrorism,
narcotics drug trafficking, trafficking in human beings, money laundering, computer
