Two cosmetologists, one of whom is recommended by a professional
association of cosmetologists, nail technicians, and estheticians.

cosmetology school in the state and one of whom is teaching at a
private cosmetology school in the state.
One esthetician.
One nail technician.

Policy (155A.21)
The legislature finds that the heath and safety of the people of the
state are served by the licensing of the practice of cosmetology
because of infection control ad the use of chemicals, implements,
apparatus, and other appliance requiring special skills or education.

Administration (155A.24)
The board has the power and duties necessary for the
administration of the provisions of this chapter.
The board has the authority to hire qualified personnel in the
classified service to assist in administering the law, including those
for testing and licensing of applicants, conducting inspections, and
complaint investigations.
Inspections (155A.31)
The board is responsible for inspecting salons and schools licensed
pursuant to sections 155A.21 to 155A.36 to assure compliance with
the required sections of 155A.21 to 155A.36. The board shall direct
board resources first to the inspection of those licenses who fail to
meet the requirements of law, have indicated that they present a
greater risk to the public, or have otherwise, in the opinion of the
board, demonstrated that they require a greater degree of
regulatory attention.
Rules (155A.26)
The board may develop and adopt rules according to chapter 14 that
the board considers necessary to carry out sections 155A.21 to
155A.36
, Maintaining Individual Licenses (2105.0190 & 155A.32)
Compliance with the law. The licensee is responsible for verifying
that the salon or school in which the licensee is practicing has an
active license, and the licensee must continuously comply with all
applicable provisions of Minnesota statues and rules.
New services or devices. Before providing any service using a
product, technique, device, or equipment new to the licensee, the
licensee must: ensure that the use of the product, device, or
technique is within the licensee's scope of practice as defined in
part 2101.0105; review and comply with any manufacture's
directions or use, safety requirements, and contraindications;
maintain a record pf any training received by the licensee on the
product, technique, or device, for as long as the licensee is using
the product, technique or device; and attest that the licensee has
the knowledge and training necessary to safely provide the service
using the new product, technique, or device.
Change of name. Within 30 days of any legal name change,
licensees must provide legal documentation of the name change
and pay the fee required by the Minnesota statues, section 155A.25.
The license in the former name is invalid on the 31st day of the new
legal name.
Address change. The licensee must maintain a current mail address
on file with the board, and must update the address within 30 days
of any address change. Licensees may also provide an email address
to receive general email notifications from the board.
Renewal. The licensee must renew the license as require by part
2105.0200.
Display of license. The practitioner must conspicuously post an
original, unaltered and current license at each salon where the
practitioner practices.

The practice of nail technology is the cosmetic care of the hands.

Nail technicians must not use any tool or equipment to penetrate
the skin.
