When you have completed Unit 3, contact your tutor to set up a time to complete the first phone
quiz in this course. The phone quiz is worth 10% of your mark. During the quiz, you will be
required to provide two- to three-minute answers to each of four questions. The questions will be
selected from the Review Your Learning sections in Units 1, 2, and 3. Your answer to each
question will be marked on a pass/fail basis.
1. What problem(s) does a needs analysis solve? How does it solve this problem(s)?
The needs analysis process is designed to identify when there is a gap between the desired
behaviour/performance and the actual/current performance. The textbook defines it as a "formal
process of identifying needs as gaps between current and desired results, placing those needs in
priority order based on the cost to meet each need versus the cost of ignoring it, and selecting the
most important needs for reduction or elimination. A need is considered to be a gap between
current and desired results, therefor the overall purpose of a needs analysis is to determine what
is causing the gap between these desired and current results.
A needs analysis will help identify whether the gaps are deficiencies in individual, group, or
organizational performance. It can help solve issues in regards to things such as:
a. Whether the strategic alignment of the organization is aligned with their specific goals for
each department and unit. If the organization set their current strategy without aligning it with
their training function and their human resources functions, their bottom line and shareholder
value can be negatively impacted, as training that is not linked to an organization's strategy can
lower the organization's market value.
b. It can determine whether the issue is environmental - and how to solve these environmental
issues. This could help determine whether new technologies, competitors, recessions, and trade
agreements could affect the need for content of training and employees' receptivity to be trained.
c. The resource analysis will help to identify the resources available to the organization which
may be required to design and implement the necessary training and development programs, and
it may also determine whether the organization will even have the proper resources required to
do so. This will help to determine whether training and development will be the solution, or
whether a lack of resources will mean that a less costly solution would work better for the
