AAAE C.M. Module 2 : Planning,
Construction, and Environmental
SCTA - ANSU.S. Contract Tower Association
National Plan of Integrated Airport Systems (NPIAS) - ANSProvides the federal government
perspective on the role of each public-use airport in the national air transportation system.
What are the three primary areas of an airport? - ANSlandside
terminal
airside
Landside - ANSIntermodal and ground access areas, such as routes to and from a terminal
building, parking garages, rental car facilities, public transportation, and other airport support
areas.
Passenger Terminals - ANSTypically include intermodal transportation, vendor storage, pet
areas, business centers, and areas for employees such as daycare facilities for children of
airport personnel and fitness facilities. Often, a GA terminal is co-located with an FBO and
includes administrative areas, flight planning, pilot lounges, and meeting and training rooms.
Airside - ANSRunways, taxiways, and aircraft parking areas within the perimeter fence.
Airport Layout Plan (ALP) - ANSDrawings used to graphically depict current and future airport
facilities.
A standard ALP includes:
1) Cover Sheet
2)The Airport Layout ________
3) The Airport ____________ Drawing
4) The Inner Portion of the _______________ Surface Drawing
5) The _________________ Area Drawing
,6) The _________ Use Drawing
7) The Runway ______________ Surfaces Drawing
8) The Airport ______________ Map - ANSDrawing
Airspace
Approach
Terminal
Land
Departure
Property
What are the five primary functions of the ALP? - ANS1) It is an FAA-approved plan necessary
for the airport to recieive AIP funding and to continue to receive AIP funding.
2) It is a blueprint for airport development.
3) It is a public document that serves as a record of aeronautical requirements and is available
for community reference.
4) It enables the FAA and the Airport Sponsor to plan for improvements.
5) It is a working tool for airport staff including operations and maintenance personnel.
FAR Part 157, Notice of Construction, Alteration, Activation and Deactivation of Airports -
ANSRequires airport owners and operators to notify the FAA 30 days in advance of any
construction, alteration, deactivation, or changes in use of any airport.
FAA Standard Form SF-7460-1 - ANSNotice of Proposed Construction or Alteration
FAA Standard Form SF-7480-1 - ANSNotice of Landing Area Proposal
How often should ALPs be reviewed and validated depending on the size of the airport? -
ANSAt least every 2-7 years
Airport Capital Improvement Plan (ACIP) - ANSInternal FAA document that serves as the
primary planning tool. "What you're getting"
,The ALP should reflect any changes that may affect the navigable _________ or the ability of
the airport to _____,, including the physical features on the airport and the critical land uses in
and around the vicinity of the airport. - ANSairspace, expand
Grant Assurances specifically require airport management to keep the following items
up-to-date:
1) _____________ Lines
2) The location and nature of all existing and proposed ___________ and structures (runways,
taxiways, aprons, terminal buildings, parking lots, hangars, cargo areas, navigational aids,
obstructions, and roads).
3) The location of all existing and proposed _____-____________ areas and improvements
(parking lots, ground access roads, and water retention ponds). - ANSProperty
facilities
non-aviation
ALP: Cover Sheet - ANSAppoval signature blocks, airport location maps,. and other data
required by the FAA.
ALP Sheet - ANSLots of data including existing and future airfield layout
ALP: Data Sheet - ANSContains airport and runway data tables and wind rose.
Wind Rose: A diagram showing the percentage of time the wind blows from a particular
direction at a particular speed.
ALP: Facilities Layout Plan - ANSDepicts existing and future facilities.
ALP: Terminal Area Plan - ANSDepicts the airport terminal and its surrounding facilities. A
structure's height is usually noted along with any obstruction, marking, or lighting.
ALP: Airport Airspace drawing - ANSRequired elements and are intended to show all imaginary
surfaces identified in FAR Part 77, Safe, Efficient Use and Preservation of the Navigable
Airspace.
ALP: Inner Portions of the Approach Surface - ANSRequired elements and include a profile
view that presents all runway approaches and the location of objects as they affect the
approach.
, ALP: On-Airport and Off-Airport Land Use Drawings - ANSDepict existing and recommended
uses of all land within the ultimate airport property line and within the vicinity of the airport, at
least to the 65 DNL noise contour.
ALP: Airport Property Map - ANSA drawing that depicts how various tracts of land were
acquired.
The purpose of the property map, often termed "Exhibit A" on AIP grant applications, is to
identify the legal interest and ownership of land that makes up the airport. The map assists the
FAA in determining and alyzing the current and future us of land acquired with federal funds.
The property map and the ALP are required to be current at all times and are submitted as part
of any AIP Grant application.
ALP: Runway Departure Surface Drawing - ANSDepicts applicable departure surfaces.
ALP: Utility Drawing - ANSDepicts the location and capacity of all utilities on and around the
airport.
ALP: Airport Access Plans - ANSDepict major routes and modes of transportation that serve the
airport. These plans are normally used if access to the airport is a significant issue.
FAA approves ALPs to ensure that all existing and proposed airport developments shown on the
plan will be safe, __________, and efficient. - ANSuseful
ALP Approval: Safe - ANSThe airport meets design standards or modified design standards and
provides for the safe operation of aircraft.
ALP Approval: Useful - ANSIn relation to airport purposes
Example: Make the best use of airport land while minimizing the impact of off-airport structures).
ALP Approval: Efficient - ANSPlanned capacity is sufficient for forecast demand.
Example: Efficient flow of traffic with minimal delays.
National Environmental Policy Act (NEPA) - ANSA 1969 U.S. federal act that mandates an
environmental assessment of all projects involving federal money or federal permits.
Airport Data and Information Program - ANSGuides Airport Sponsors on the collection,
submission, and management of airport data and information, which ensures airport users have
the most current information available on the status of the airport and the National Airspace
System.
Airport Master Record - ANSDescribes the basic operational and services data of the airport.
