Dr. G and class,

The healthcare policy I have selected to discuss is veared towards
young teenagers and sex education. I have a background of working in
the NICU so that is why this topic sparked my interest so much. We
have tons of teenage moms that are far too young to be having
children and sadly several of them also have STD’s. I feel that this
topic is not discussed enough in Arkansas educational systems. In the
state of AR there is only one week designated to educate young
people about sex and the negative things that can occur from it. The
problem with this one week is that it is done in either 6 th or 7th grade
among schools across this state.Arkansas advocates for abstinence-
only education which is defined as promotion of sexual abstinence as
the key or only strategy for prevention (Millner, et al, 2015). I agree
that its important to start at this age with educating children about
sex and the issues with it, but I also believe this topic should be
emphasized more in the high school environment. According to my
husband who is a teacher/coach and his co-workers, this topic is only
briefly discussed in the required high-school health class. According to
the CDC, nearly 230,000 babies were born to teen girls aged 15-19 in
2015. Also, a devestating statistic according to the CDC is that half of
nearly 20 million new STD cases are among young people aging 15-24.
Unfortunately, AR’s chlamydia and gonorrhea statistics rank 8th and 9th
highest in the U.S. (CDC, 2017). This topic is becoming more important
now than it ever has because of the impact social media has on these
young teens. Social media implies that sex and negative behaviors are
cool, resulting in more teens experimenting with it. I believe by
implementing a policy in high school for teens and their parents to
participate in sex education, this will help combat some of the risky
behaviors that are occuring.

, Its important to recognize and identify the key factors that inform the
policy process which can be a complex task. The first task to be
completed is to discover the problem and develop an agenda to
intervene (Brownson, et al, 2009). The next agenda is to determine an
alternative policy approach that can be taken to address the issue at
hand (Brownson, et al 2009). The last task is to recognize the factors
both inside and outside the government that influence the
policymaking process (Brownson, et al, 2009). The best policy
approach to implement change here would be the incremental
approach. This approach implements small changes that are easier
and more effective than large scale restructuring. The issue of sex
education has clearly already been touched and discussed considering
there is one week designated for this subject. I just believe that a few
more steps need to be made to implement these changes more often
for teens that would benefit more from it. Considering high school
students are most likely to participate in these behaviors, I feel that
education should be directed more to this age group. The incremental
approach breaks situations down into smaller bits and allows for a
better initial approach to be made. I believe small changes can
produce a decline in teen STD’s and pregnancies. Therefore, the
incremental approach seems to be the best approach to take in order
to achieve these policy goals.
