What is the basis of Indonesia's land reform goals? Explain your
analysis by referring to the applicable regulations!
The Basic Agrarian Law (UUPA) is the center of the land reform program in Indonesia. Land
reform is defined as a change in the structure of land ownership, not only in a political sense
but also in a technical sense. The purpose of the UUPA is to make fundamental changes to
existing agrarian relations in order to become more just and fulfill the interests of the
peasants

The land reform movement has historically emerged because of the absence of social justice
in an agrarian society. In historical records, the first land reforms appeared at the same time
as the French Revolution, in which the peasants demanded the emancipation of the
peasants in Western Europe.

Meanwhile, the objectives of land reform in Indonesia are:

a) Organizing an even distribution of livelihoods for farmers in the form of land, with
the aim that there is also an even distribution of results, by revolutionizing the
overall structure of the land, in order to realize social justice.
b) Applying the principle of land for farmers, so that land does not happen again as an
object of speculation and a means of extortion.
c) Strengthen and expand property rights to land for every Indonesian citizen who has
a social function.
d) End the landlord system and abolish ownership and control of land on a large scale
with unlimited, by setting maximum and minimum limits for each family. Thus
eroding the system of liberalism and capitalism on land and providing protection for
the weak economic class.
e) Increase national production and encourage the implementation of intensive
agriculture in mutual cooperation in the form of cooperatives and other forms of
mutual cooperation

The Landreform program includes:

a) limitation of maximum area of land ownership
b) prohibition of land ownership in the so-called "absentee" or "guntai"
c) redistribution of land that exceeds the maximum limit, "absentee" forbidden land,
former self-governing land and state land
d) arrangements regarding the return and redemption of pawned agricultural land;
e) restructuring of agricultural land product agreements, and
f) determination of the minimum area of agricultural land ownership, accompanied by
a prohibition on doing actions that result in the splitting of agricultural land
ownership into parts that are too small.
