compliant, HR must remain proactive in keeping up with all federal, state, and municipal rules

and regulations.

This paper develops an HR plan that includes a detailed recruitment and selection plan, a

training and development plan, new hire remuneration packages, legal problems to consider, and

a performance appraisal system. HR is critical because it affects every aspect of the business and

maintains a strategic focus that supports various initiatives and adds considerably to its success.
