C489 Task 3: Healthcare Financing

United States Vs. Great Britain’s Healthcare System. The healthcare system of the United States

is very different in multiple levels in comparison the healthcare system in Great Britain.

Great Britain has a universal health care system that is funded by taxation; the unemployed,

children, and the people who are retired have access to the insurance coverage. The health care

system is publicly funded, generally paid for by taxation. Non-resident, visitors and illegal

immigrants receive limited access to the health care; they are allowed to receive care in the

emergency room as part of the established health care system. (“About the National Health

Service (NHS) in Great Britain – NHS choices,” n.d.).

The healthcare system in the United States comes from multiple sources, public and private

insurance coverage. Medicare and Medicaid are both government programs that provide public

insurance and are administered by the Centers for Medicaid and Medicare (CMS). Private

insurance is available for purchase from numerous state or national providers. One great

disadvantage is that in many cases the insurance coverage overlap, in such case, a Medigap

policy is an option one who desire to have full coverage would have to consider purchase. The

Medigap would be considered as a secondary insurance coverage to cover the remaining for care

cost when the primary insurance is exhausted.

The United States enacted the Affordable Care Act (ACA), which mandated health insurance

coverage for all Americans living in the U.S. The plan became effective in January 2014; it

requires everyone to have minimal essential coverage. In the case of unemployment or low

income, they are still required to have health insurance coverage; in such case, the government

would provide coverage through Medicaid at no cost based on the Federal Poverty level

assessment. (Healhcare.gov, n.d.). In the case where a person can afford health coverage but

choose not to, a penalty would be charge based on the household income and that fee would be

deducted when federal income tax in filled. In Great Britain, National Health Insurance is

available to citizens and resident who are also unemployed and retired.

Children of unemployed or low-income families are covered through government programs

such as Medicaid or children health insurance program (CHIP). Children of employed and who

can afford health insurance coverage are typically covered through place of employment and is

able to benefit from their parents health care coverage as a dependent until the age of 26 year.

(Medica id.gov, n.d.). The universal healthcare system in Great Britain is much less

complicated when compared with the one in the Unites States. In the case of children and

unemployed, coverage would also be extended to these groups as part of the universal health care

plan.

There are some similarities in the healthcare system in the United States when compared to

the one in the Great Britain; both systems have a healthcare system in place that required the

citizens of the country to have health insurance coverage. The two systems also have programs in

place to cover healthcare for the retired, children, and the unemployed. The remarkable

differences between the two healthcare systems is that the Great Britain have a universal

healthcare systems that is fund through taxation and the United States have multiple avenues

through which one can get health insurance, such as private insurance through employment in

which employees pay through earn wages. Individuals also have the option of getting coverage

through the Affordable Care Act. There is also Medicare for the retired and Medicaid for the low

income individuals who are not able to afford health coverage.
