Agenda setting can be a difficult task in government. Why? Who do you consider an important
agenda setter in government? How does this participant help set the agenda? Give an example of
an attempt at agenda setting in government. Was it successful? Why or why not? Consider how
factors such as culture, political positions, etc. might impact your own, or the agenda setters'
priorities.

and at least one outside scholarly source.
It is believed that agenda setting in the government is difficult, and involves many different
stages. Based on chapter 11 from the course book, the stages to agenda setting are called agenda
setting, policy formulation, policy adoption, policy implementation, and policy
evaluation(Whitman, 2020). What makes this process so hard is that a policy issue must make it
through step one which is agenda setting in order to proceed at an expedient pace. How does a
policy make it through step one? One Kingdom must argue the policy and the other three groups
must come together and agree on the issue in order for a policy problem to make it onto the
political agenda setting(Whitman, 2020). In the United States, the most important agenda setter
in government is the President. The President is able to help influence and set the agenda by
focusing their time and energy on a topic. This topic is talked about on local news and blogs
which gets the media attention, and then gets the people talking about the issue or topic. People
then form their own opinion and the issue has then found its way on the agenda.
A topic that has been attempted at agenda setting in the government is the controversial topic
about aborption. The law states that aborption is legal and a person can receive an aborption up
to 24 weeks, anything after 24 weeks an aborption can be performed but due to medical
reasons(Kelly, 2019). This topic has gone nowhere on the agenda setting because it is very
controversial and takes away a women’s right to choose. This topic of aborption means
something different to every woman. This topic came up on the agenda last year that they wanted
women to be denied an aborption if the fetal heartbeat was detected. The fetal heartbeat is
usually detected at as early as 5 1/2 weeks of gestation(Kelly, 2019). Some individuals thought
this was unfair because it went against Roe vs Wade in 1973. Another argument was that women
don’t find out their pregnant until further on in their pregnancy after 8 weeks of gestation.
Known judges could agree to pass the law to deney a women an aborption if she is 8 weeks or
more. Currently the government has not put the heartbeat ban on aborption into place. Therefore
a women is still allowed to have an aborption up to 24 weeks if she decides to terminate the
preganancy.
