Abstract

The Marine Corps is in the process of developing a new CH-53K Heavy Replacement Helicopter

for its fleet of aircraft. This new helicopter will be used to move armored vehicles, equipment,

and military personnel to support operations conducted by the Marine Corps. This new helicopter

will be replacing the CH-53E, allowing for it to carry more weight, be more dependable, last

longer, and cost less to maintain. In this paper, we will discuss the steps involved to get this new

helicopter from an idea to an actual asset used by the United States Marine Corps. We will

discuss what, if any, issues were faced while going through the acquisition process and how they

were able to overcome these issues. We will discuss the requirements set for this program and

how they have changed along the process. The program office in charge of this acquisition is in

Patuxent River, Maryland. The contractors involved in the process are Sikorsky Aircraft and

General Electric. The types of contracts used in this acquisition process are CPIF/CPFF/FFP for

aircraft development and CPFF/FPI/FFP for the low-rate initial production. This contract is

currently ongoing but in the final steps of the project.

When you watch a movie based on superheroes, not many people can imagine that some of

those people exist in today's world. The United States Marine Corps is one of the most elite

fighting forces known to the world today. They could be the closest thing the world has today to

a superhero, besides police officers, firefighters, and teachers. The only reason the United States

military is so well respected is because they have everything they need to be the best at what they

do. The Defense Acquisition System assists them in getting what they need, including the new

CH-53K. In this paper, we will discuss the history and the process that has been carried out to

have the CH-53K go from an idea into a real-life capability.

The story behind the CH-53 itself is a mighty long story and it is constantly adding new

chapters to it. The original CH-53, the CH-53A, was introduced to the Marine Corps in August

of 1962, flying for the first time in October of 1964 (Laatsch, 2003). The original use of the CH-

53 was to replace the CH-46E and be used to transport equipment to the warfighter on land

(Laatsch, 2003). This is a basic use for this aircraft, picking up large pieces of equipment and

moving it swiftly to where it is needed. This simple task was done with ease, and as the Marine

Corps does, they wanted it to do more. With that, the Marine Corps made improvements and

added more capabilities to the aircraft, and designated it the CH-53D (Laatsch, 2003). The

increased the power and range of the aircraft to do what the Marine Corps wanted it to do, but

that would still not be enough. In June of 1981, the Marine Corps would receive the CH-53E

which would transport supplies and materials to the warfighters operating on the ground

(Laatsch, 2003). This aircraft would be used not only for its purpose but to also transport

Marines to and from ships making it a workhorse for the Marine Corps (Laatsch, 2003). With the

extended use of the CH-53E, the capabilities that it should have are starting to diminish and
