In this era of rapid economic development, operational design and governance
structures play a huge role in the development of companies as they adopt various business
strategies. As a result, there is a need for governance operating models which define the
various ways, structure, and paths through which leadership is achieved efficiently (Abraham,
2012). CSX, therefore, adopted a new working structure that transfers functional and supports
functions to its smaller office units, whereby all other leaders report to and are under Ed
Harris, the CEO of CSX[ CITATION Bry15 \l 1033 ]. The paper, therefore, examines CSX's
organizational design and governance structure.
CSX has adopted a decentralized structure. Decentralization organizational structure
entails delegating decision-making responsibilities to low-level managers and employees
(Darvishmotevali, 2019). CSX adopted this structure by designing the East and West
structures. The East structure consists of three towers over a shared garage in Washington,
DC. The first building being a hotel, the second and the third are residential apartments with
214 and 542 units, respectively. The buildings are connected with aerial bridges on the
second floor. Besides, the third building is connected to the second building at the roof level
with an aerial bridge made of glass on its floor.
The West structure serves domestic intermodal freight. In this location, products such
as private containers, TOFC, and RailPlus are available. This model was enforced by the
appointment of Bob Frulla, a senior vice president who took charge of Operation East.
Jermain Swafford is the senior vice president taking charge of Operation West. The
