Law enforcement agencies and agents are crafted to shield the community and
individual’s rights and property. This type of career can be incredibly challenging though there
are rewarding times as well. There are times where the agent may be put in harm’s way and
therefore, they may have to use force, especially in a split-second circumstance. Even though
force may have to be used agents should always conduct these tactics with a higher code of
accountability and competency. When discussing the use of force policy, it is imperative to
describe the policy and discuss how the police policy was created (University of Phoenix, 2021).
It is also critical to discuss the key actors involved in making the use of force policy, provide
examples of the policy in use, and finally if the policy was effective or ineffective throughout
history (University of Phoenix, 2021).

Unfortunately, the use of force policy has always been a touchy issue throughout law
enforcement agencies across the nation (Power DMS, 2020). “The International Association of
Chiefs of Police has described use-of-force as ‘the amount of effort required by police to compel
compliance by an unwilling subject (Power DMS, 2020, para. 2).’” There are different levels of
use of force. It can range anywhere from physical restraint to deadly force, depending on the
situation (Power DMS, 2020). A good use of force policy will keep not only officers safe but the
community safe as well. “Effective policy can also build trust between your department and the
people you serve.”
, This policy is extremely important. A good policy keeps officers safe. Each law
enforcement agency has the duty to keep officers safe and to give them the proper information
and training to ensure their job is done correctly, each time they go out on patrol (Power DMS,
2020). The use of force policy gives officers different tactics to ensure the diffusion of situations
before it gets too bad.
The use of force policy also helps build trust throughout the community (Power DMS,
2020). It also keeps civilians safe. Both factors are essential because a good communication
standard between officers and the community can help keep everyone safe (Power DMS, 2020).
The rapport is crucial to ensure the community continues to get the best from the agencies and
the agents know that they will be safe coming home every night. This policy also reduces the
risks of liability (Power DMS, 2020). If officers are following the policy and the use of force
continuum than officers will not have to suffer significant repercussions and no one in the
community will be injured (Power DMS, 2020). Lastly, the actions of the officer can be justified
if the case goes to court for police brutality (Power DMS, 2020). When discussing the use of
force policy, it is imperative to discuss how the policy was created.

The Use of Force policy was established in the mid-70s after the Tennessee versus Garner
case. This case happened in Memphis, Tennessee in 1985. After almost ten years, the Supreme
Court ruled that the use of force may be relevant in the deterrence of an escapee. This would only
be if the officer has probable cause that the escapee off the attitude that he/she is a direct threat to
the community of the officer (Police Use of Force: An Examination of Modern Policing
Practices, 2018). Unfortunately, this only happened after two officers, Leslie Wright and Elton
Hymon responded to an incident that occurred on October 3, 1974 (Power DMS, 2020). Officer
Hymon crossed the path of Edward Garner and fatally shot Garner after he failed to stop (Power
DMS, 2020). Unfortunately, Garner was feeling the scene, but Officer Hymon did not know
