The main objective of the National Archives and Records Administration’s(NARA) main
objective is to preserve and document both historical and government records. A part of this
responsibility the public’s access to the numerous documents in the Archive. However, the
National Archives Administration continues to face criticism for its lack of openness. In one
instance, the National Archives and Records Administration's admitted it had made changes to a
photograph put up of the Women's March held in 2017. The move was done to hide negative
references to President Donald Trump and led to accusations that the archives were attempting to
hide criticism against this president (Cramer, 2020). Both historians, as well as archivists, argued
the agency’s actions had gone against the public’s trust. It was also seen as a move to prevent
women from speaking out. It also questioned the agency's independence as questions emerged
over the extent to which Mr. Trump had been involved in the changes. The National Archive’s
response did little to boost the agency’s image as it appeared the administration was more
focused on the licensing costs of the image as opposed to the ethical issues that came with
changing the photograph (Cramer, 2020). The administration argued that the agency’s editorial
license did not allow it to make changes to the content but also suggested that decisions on what
to change are made based on the agency’s preferences. While the agency argued that altering the
photographs was a way to maintain its political independence, the public saw it as the agency’s
lack of transparency.
, In a second instance where the agency was accused of lack of transparency, the Obama
Presidential Center was criticized because it would not be a traditional library similar to those of
other former presidents. The lack of a research library and official records describing Obama's
presidency was seen as another failure by the National Archives and Records Administration
(Schuessler, 2019). In particular, the fact that the Presidential Center would not be run by NARA
was seen by some historians as an indication of NARA’s lack of accountability. Without
NARA’s control, it would be difficult for ordinary historians and the general public to access
records about President Obama’s time in office (Schuessler, 2019). Without the NARA, which is
a central library that brings together all types of materials, information related to the president
would either remain uncollected or scattered making it difficult to create a clear impression of
this president.
Leadership Influences
Leadership is a critical element in determining the long-term success or failure of a given
organization. One way in which internal agency and political leaders have influenced the
National Records and Administration's failure is in failing to protect the agency’s responsibility
to protect records that are critical to America’s national security (US Government Publishing,
2009). For instance, in 2009, the agency, under the leadership of its top administrator, the
Inspector General of the Archives, was criticized for its inadequate handling of sensitive records
and material. This lack of accountability resulted in the loss of important data. The missing
records contained information related to the Presidency of Bill Clinton (US Government
Publishing Office, 2009). The Inspector General's failed to ensure the appropriate security
measures for the Archives' record. This meant that information such as social security numbers,
home addresses, political records, and operating procedures as well as contact information for
numerous officials from the Clinton administration could now be easily accessed by individuals
with little security clearance.
