A Proposal Adequacy Checklist (PAC) helps government personnel and contractors
meet all policy statutory requirements in developing a Request for Proposal (RFP) or seller’s
proposal. The goal of the checklist is to ensure that contractors submit thorough, accurate, and
complete proposals. Contractors will be able to self-validate the adequacy of their proposals by
completing the checklist and specifying where, if at all, the requested information is within the
proposal that answers the checklists question. The information requested might seem quite
complex because it is, and therefore the checklist might be needed in order to hash out any
foreseeable redundancies, problems, or inconsistencies found within the proposal. As a
contracts officer for the IRS processing the acquisition of this new software, it is my
responsibility to ensure the contract be in complete compliance with federal acquisition
regulatory standards, and a Personal Adequacy Checklist ultimately takes note of information
that’s satisfactory, information that could be there, but is missing, and information that’s still
needed.

A Proposal Adequacy Checklist is not required in all instances; however it is a great
tool to have at one’s disposal especially if the components of the product, such as pricing
of individual components that lead to the final product, are unclear. In this instance, the
acquisition of a tax processing software would benefit from understanding FAR 15.408,
Table 15-2, Section II Paragraph A: “Does the proposal include a consolidated summary
of individual material and services, frequently referred to as a Consolidated Bill of
Material (CBOM), to include the basis for pricing? The offeror’s consolidated summary
shall include raw materials, parts, components, assemblies, subcontracts and services to
, be produced or performed by others, identifying as a minimum the item, source, quantity,
and price.” (252.215-7009 Proposal Adequacy Checklist. | Acquisition.GOV, n.d.) This is
an important
section to disclose because the manufacturing of software typically translates into billable
working hours, considering there are no tangible components associated with the
competition of the finished product. The intrinsic value of this section provides the
blueprints for the government getting a fair and reasonable price for the software product,
as it is a summary of the cost of all the components that went into the creation of the
software.
Subcontracting is the process of hiring outside of one’s company to complete work
with the goal of contributing to a larger project. FAR 15.404-3(c) FAR 52.244-2 talks about
subcontracting and pricing thereof of subcontract activities. “Per the thresholds of FAR
15.404-
3(c), Subcontract Pricing Considerations, does the proposal include a copy of the applicable
subcontractor’s certified cost or pricing data?” (252.215-7009 Proposal Adequacy Checklist.
| Acquisition.GOV, n.d.) In this instance, it is very likely that the software firm used
subcontracting opportunities to complete various aspects of their finished product. Therefore,
they would need to have certified pricing data and records through statements of work to be
able
to include in their proposal.

The goal of a Proposal Adequacy Checklist is to ensure compliance with all FAR statutes
with the purpose of submitting the most competitive bid. In a sense, I as the contracting officer
