A. Rise in Partisan Politics
Since the country was deep in debt because of war and battles, the tax on states
continually increased. This created the first party system having two different parties with
separate agendas on how money should be used wisely, laws that everyone needed to obey, and
two different political standpoints that changed continuously. The Democrat-Republicans and the
Federalists were the first parties to be formed. The Democrat-Republicans were quick to drop the
Democrat and called themselves the Republicans in the 1790s. The Republicans and Federalists
had very different views on things. One of the differences they had was how far the reach of the
government should extend. The Federalists believed in a self-sacrificing republic and that in
order to prevent tyranny, there needed to be a separation between legislation, government, and
state. On the other hand, the Democratic-Republicans wanted to decrease the power that the
states had in the belief that it would increase the power the nation had as a whole.
Alexander Hamilton was considered to be the nation’s best Republic chief political
thinker. [ CITATION Nor15 \l 1033 ] Since Hamilton had no natal ties to any state, his focus
and the main concern was the nation. One of his primary tasks as the Secretary of Treasury with
the United States was to help resolve the major amount of debt the nation had occurred.
Hamilton’s primary and most important plan was for the nation to take over the states debts and
have the people of each state pay a small tax to help recover from the debt. Although many
citizens objected to the idea, and several states refused. Eventually, the Senate adopted a plan
that was in the best interest of the people in the nation. [ CITATION Nor15 \l 1033 ].
, B. Second Party Systems
1. Whig & Democratic parties
The beginning of the Second Party System was when the Whigs and Democratic
parties were formed in the early 1800s. The Democratic-Republican party made a
significant change to how the President and Vice President were voted into office. As
opposed to allowing Congress to select which candidate they thought was the most
formidable, the candidates were now selected by the legislature and then voted on by
the electoral people in each state. Now a candidate with the most votes, both famous
and electoral, did not guarantee a win. The final vote came from the state delegation;
one from each state decided which electoral candidate would win the election.
The people who believed themselves to be Democrats believed that a central
government the way it was currently was a threat to any individual liberty. Andrew
Jackson had the full support of the Democratic party in his belief of creating a
stronger executive branch in the government and maintaining limited government
involvement. The Whigs had the opposite view; they believed that a strong central
government would benefit the nation far more and each state and those that reside in
the United States. The Whigs stood behind the concepts of a national bank as well as
paper currency, and harmony across the nation [ CITATION Nor15 \l 1033 ]. The
Democratic party did not support ideas such as public schools, prison reform, and
supporting special interests of the overall welfare of the nation, but the Whigs did.
Even though the two parties had many disagreements, they did agree on minor
aspects.
