Under Barack Obama's administration, the affordable housing department created policies in which
to reduce homelessness. (CDC, 2020) This was designed to ensure all citizens have an equal
opportunity to purchase a home. The barrier to home acquisition is that homeless individuals and
families often do not have gainful employment. A social worker would want to use any number of the
power structure to advocate for their clients. (Jansson, 2018).
After determining which power structure does not violate the NASW code of ethics, the worker
can develop strategies to assist those homeless. If no program exists in the agency, a social worker
intern has many tools at their disposal to advocate for policy change. If there are no written guidelines,
then a social worker can create a proposal to assist homeless people. According to Jansson (2018),
those in the top hierarchy within an agency can approve all plans. Therefore, a social worker would
present the proposal to an administrator.
The programs that are in place give substantial implications as being practical. Through the
housing and urban development (HUD), those with low income can receive help with home
purchasing. However, those who are living unsheltered are unemployed, thereby creating a barrier to
homeownership. Consequently, a knowledgeable and skilled social worker can advocate for their
clients using a different power structure
, Another form of the power structure in which a social worker can advocate for fair housing is
the person-to-person power. When assisting those unemployed, a worker would consider another
government policy known as Section-8. (CDC, 2020)
Therefore, through the affordable housing policy, a homeless person also can live comfortably in
modest homes that they chose from a list. (CDC,2020) This transactional power structure policy
involves two or more individuals and reduces the chances of having too many people to convince on
adopting the policy. An example would be a social work intern who bypasses middle management
and goes directly to the top administrator. This person-to-person structure is very effective because
an administrator would agree with the proposal in almost all cases. Another form of the power
structure that can be used simultaneously is the value-based power. The value-based power appeal to
others because it is based on shared ethical principles. (Jansson, 2018) This also ensures that social
work can maintain those principles outlined in the NASW code of ethics.
During the Covid-19 crisis, the homeless population suffered. Many of the soup kitchen and
halfway houses closed completely. The homeless were forced to fend for themselves or get closer
to where food was distributed in the town in which they lived.
The affordable housing policy did not work to assist the homeless. Obtaining housing is a
process. Many people are fighting for minimal housing resources. The Section-8 program has a
waiting list where an individual can wait up to two years. Therefore, it could not remedy the
barriers in assisting homeless people during the COVID-19 Pandemic through this housing policy.

The change that could be made to this policy is to have an emergency contingency plan. The
affordable housing policy was not sufficient for homeless citizens during the COVID-19 Pandemic in
its current state. Homeless citizens who were unsheltered died unnecessarily at a startling rate. There
was a "700% Increase in homeless deaths in the city of Boston, since 2019[CITATION Moa \l 1033 ]."
Numerous temporary winter shelters closed, and the unhoused lived outside for nine months.
