LIRR Book of Rules 1

Rule 4 - answer Each timetable, from the moment it takes effects, supersedes the
preceding timetable. A train of the preceding timetable thereupon loses both right and
schedule. Thereafter, it may only proceed as provided by Rule 97.

Rule 5 - answer Not more than two times are given for a train at any station. Where one
is given it is, unless otherwise indicated the leaving time. Where two times are given
they are the arriving and leaving times.

Rule 11 - answer On single track, a train finding a fuse burning red on or near its track
must stop, extinguish the fuse and proceed at Restricted Speed.
On multiple tracks, a train finding a fusee burning red on its track must stop, extinguish
the fusee and proceed at Restricted Speed.
If found near or adjacent to its track, it must stop and then proceed at Restricted Speed.
Because of fire hazard, lighted fusees must not be left on bridges or trestles.
If a fusee is found burning on or near its track, the Block Operator or Train Dispatcher
must be notified of the conditions as soon as practical without causing delay to the train.

Rule 13 - answerA continuous blast of the engine whistle or horn is an emergency
signal for all crew members to apply air and hand brakes on the train.

Rule 19 - answerThe following signals will be displayed on the rear of every train at all
times as a marker:
1. A fixed electric marker illuminated to show red on each side of the rear of the train
or
2. An electric flasher iluminated to show amber to the rear of the train.
A train on which the markers become inoperative will display on the rear of a train a red
flag by day and a red light by night. A red light will be displayed to the rear of all trains
while passing through tunnels.

RULE 26 - answerA blue signal is a blue flag, blue light or a blue tag by day or a blue
light or an illuminated blue tag by night.
Blue signals signify that workmen are on, under or between rolling equipment and when
displayed:
1. The equipment must not be coupled to or moved.
2. Other equipment must not be placed on the same track so as to reduce or block the
view of a blue signal.
3. Rolling equipment must not pass a blue signal.
Blue signals must be displayed by each craft or group of workmen prior to their group
going on, under or between rolling equipment and may only be removed by the same
craft or group that displayed them.

, Rule 27 - answerThe absence of a fixed signal at a place where it is usually shown or
when the lights illuminated do not conform with an aspect provided for, the signal must
be regarded as displaying the most restrictive aspect that can be given by that signal.
Except as indicated below:
1. If there are insufficient lights to conform with an aspect, but the aspect can be
postively determined, the indication of that aspect will govern.
2. If there are insufficient lights to conform with an aspect, but it can be positively
determined that the aspect is more favorable than Stop-and-Proceed, trains may
proceed as though a Restricting signal were displayed.

Rule 28a - answerA train must stop clear of a fixed signal-indicating stop. When a train
is stopped by a home signal or interlocking signal, the conductor or engineer must
immediately ascertain the cause. Except as provided by special instruction, a train must
not pass a fixed signal indicating Stop (Rule 292) unless authorized by Rule 241,
Clearance Card Form A or Form L authority.

Rule 28b - answerIf a train has passed a distant signal and stops for any reason,
including a stop at a passenger station or reduces its speed to less than 10 MPH it
must:
1. Approach the next home signal prepared to stop,
And
2. Not exceed a speed of 30 MPH unless the speed of the train is further restricted.
The train must maintain the prescribed speed reduction until the Engineer has observed
the home signal displaying an aspect more favorable tha stop-and-proceed. Thereafter,
the movement of the train will continue to be goverened by the indication of the aspect
displayed onthe distant signal.

Rule 31 - answerThe engine whistle or horn must be sounded at all places required by
rule, special instruction or law. It must be sounded at all whistle posts, standard or
portable, unless otherwise provided, and when necessary to prevent accidents.

Rule 71 - answerOn single track where Rule 251 is in effect: a train is superior to
another train by right or direction. Right is conferred by Form L and is superior to
direction. Eastward regular trains are superior by direction to westward regular trains
unless otherwise specified.

Rule 73 - answerExtra trains are inferior to regular trains.

Rule 82 - answerTimetable schedules, unless fulfilled, are in effect for twelve hours after
their time at each station.
Regular trains more than twelve hours behind their scheduled arriving or leaving time at
any station lose both right and schedule. Thereafter, they can proceed only as provided
by Rule 97.
