marketing efforts

The ultimate goal of marketing efforts often is to gain opportunities to negotiate with owners for
projects as opposed to having to compete.

public projects

Public projects have historically been decided by selection of the lowest responsive bid in conformance
with the bid requirements from a responsible bidder.

private projects

Private projects may use an open bid process, but usually use the closed bid process where only certain
constructors are asked to bid on the project. A closed bid process uses an Invitation for Bids, or Request
for Proposals, to request constructors to be involved.

public-private partnerships

this is a hybrid collaboration between a public entity and a constructor sometimes known as a PPP, or a
P3. It combines the resources of both types of organizations usually to deliver a building for public use.

competition criteria and project delivery

there are really only two competition criteria used to determine the chosen constructor: price and
qualifications, or a combination of the two. In the traditional delivery method, that is the design-bid-
build method, the primary criterion is price. Qualifications is the primary criterion when an agency CM
choice is made. With at-risk CM and design-build a combination of the two criteria is used for the choice.

selection methods

There are basically three selection methods used for selecting construction and construction
management services.

low bid

The traditional design-bid-build low-bid method uses an invitation for bids (IFB) solicitation process.

best value

The best-value method uses a request for proposals (RFP) solicitation process.

qualiifications-based

The qualifications-based method uses a request for qualifications (RFQ) solicitation process.

what is a construction document?

Any contract is an agreement by two or more parties to mutually exchange something of equal value, be
it for services or products.

contract documents

The Contract Documents are composed of two types of documents: (1) the plan drawings, and (2) the
project manual that includes many documents whether included in a bound manual or separately bound
or provided.

the drawings

Being able to read and understand a set of construction drawings is the most important basic skill a
construction manager must have.
