leadership may be improved. The ideas of Cavanaugh ( 2004: 130-140) are relevant

A leader in a policing context should have certain personal qualities to be effective.
these qualities remain potential leadership qualities until the individual is granted the
opportunity to develop and apply them in practice. Cavanaugh (2004:138–140)
identifies the following eight leadership qualities:
Ethical: A leader consistently exhibits the values of integrity, honesty, respect
and fairness.
Intelligent: Three types of intelligence are present in a leader: theoretical,
emotional and practical intelligence. These three allow the person to grasp the
facts of a situation, to deal efficiently with the individuals involved in the situation
and to know the correct way of handling the situation.
Assertive: Courage and willingness to defend a particular viewpoint is one of
the key qualities a leader should possess. Assertiveness should not be confused
with aggressiveness, as the latter is not a leadership quality.
Responsible: Responsibility entails the ability to handle conflict in a calm and
controlled manner by responding to it immediately and to be willing to take the
blame if something goes wrong. A sense of responsibility allows the person to
admit mistakes and to correct or prevent them from recurring.
Self-monitoring: Individuals who monitor themselves consistently are
continuously aware of how other people perceive them. They have the ability to
adjust behavior to have the maximum desired impact. Similarly, they are
conscious of the effect other people’s words and actions have on them and
adapt their responses to it with good timing.
Motivated: A motivated person is one who can create enthusiasm among others
to complete challenging tasks professionally and remain committed to
performing their duties.
