What the Warfighter Needs
When watching television, a commercial for the United States Marines comes on
and a display of their weapons systems are shown, as well as the special skills that they have.
These weapon systems that they use are not something that come from a magic box when they
need it. It goes through a process; a process called the Joint Capabilities Integration and
Development System (JCIDS). How effective is this system that is used to provide to the
warfighter what it is they need to continue to protect this country? In this paper, we will discuss
the impact that the JCIDS has on the warfighter and what can be done about it.
The JCIDS is a process that is used by the DoD for the purpose of helping the armed
forces get what they need. It makes sure that they have the capabilities they need to be successful
in the missions that they conduct day to day (Brown, 2010). They use this process to define the
gaps in capabilities and find solutions to fill those gaps. However, this system does not operate
on its own, there are three other systems that operate simultaneously to get the warfighter what
they need. The other two systems are the Acquisition process and the Planning, Programming,
Budgeting, and Execution process. Moran (2008) spoke of these processes, “Observers of
defense acquisition processes increasingly emphasize the importance of understanding problems
that arise from interrelationships, interdependencies, and conflicts among these three systems”
(p. 177). Having three processes that are working separately but together can cause some issues
if they are not to careful. Every process has its issues, it is what is done about the issues is what
is important.
