two components that are reviewable: 1) contact/no contact between receiver
and defender and 2) receiver stepped OOB before touching pass but back
inbounds before touching pass. What is not reviewable is the aspect of
"forcible." Replay can review to be sure there was contact between defender
and receiver, but replay cannot judge on whether that contact put the receiver
OOB.

A 2/14 @ B-29. 2nd quarter :10 sec remaining. Neither team has a timeout. QB
A12 completes a pass to receiver A88 who runs towards the sideline. He is
tackled at the B-21 and is ruled out of bounds by the LJ with the clock stopped
at :02. Replay clearly shows A88's knee hitting the ground inbounds at the B-
21 prior to A88 touching the sideline. Right Ans - Ruling: A 3/6 @ B-21.
Snap. Not reviewable as to whether the runner was down in bounds or out of
bounds at the same spot. Replay cannot review whether the clock should have
been running or stopped. If the line to gain was involved replay could review

enforced from the B-4 since the foul occurred during B44's run and the basic

the previous spot or the spot where the ball belongs to Team B, which is the B-
4. B-20 is not an enforcement spot so if Team B declines the penalty it is more

A 1/10 @ A-20. QB A12 attempts a pass towards receiver A89. While A89 was
running his route he is forced out of bounds by B23 at the A-31. While the
pass is in the air A89 jumps to receive the pass from out of bounds and is
contacted again by B23 preventing him from getting to the ball, which falls
untouched and incomplete. Right Ans - Ruling: A 2/10 @ A-20. Snap. 25.
There is no pass interference by B23 since A89 is not an eligible receiver. A89
is not eligible because he had not established himself back inbounds to receive
